Cadmus is proud to have provided our expertise in emergency management and national doctrine to FEMA for the 4th edition of the National Response Framework (NRF), the new Emergency Support Function (ESF) #14 – Cross-Sector Business and Infrastructure Annex, the Community Lifelines Implementation Toolkit 2.0 and the Incident Stabilization Guide.
On November 18, 2019, FEMA released the Community Lifelines Toolkit 2.0 which support the NRF and provides formal guidance on the lifelines construct. Along with the toolkit, FEMA released an operational draft of the Incident Stabilization Guide which further explains how FEMA will use the lifelines during response operations and planning and introduces its potential applicability across the preparedness cycle and other mission areas.
On October 31, 2019, FEMA officially released the 4th edition of the NRF, the guide for how our nation responds to all types of disasters and emergencies. Key changes to the NRF include:
- Additional emphasis on nongovernmental capabilities to include the role of individuals and private sector/industry partners in responding to disasters.
- A new ESF #14 annex to improve coordination between infrastructure owners and operators, businesses, and government partners and more effectively stabilize key supply chains and Community Lifelines in the immediate aftermath of a disaster.
- Focus on outcomes-based response through the prioritization of the rapid stabilization of Community Lifelines.
