An experienced program manager, Alan oversees Cadmus’ policy and program assessment business area for homeland security and emergency management clients. He specializes in security program and policy analysis and evaluation with a focus on assessing national preparedness. For more than 10 years, he has provided homeland security policy analysis, program evaluation, and project management support to federal, state, local, and private sector clients.
Among other projects, Alan led the research and writing teams for both the Hurricane Sandy Federal Emergency Management Agency (FEMA) After-Action Report and the interagency Federal Response to Hurricane Sandy After-Action Report. He has served as the Program Manager for three Cadmus contracts support FEMA with preparedness analysis and grants management. Alan has also supported projects analyzing infrastructure security and resilience requirements in the federal government and the private sector, served as a Professional Staff Member on the House Committee on Homeland Security, and worked as a policy analyst for New York state’s homeland security office.
Alan earned his Master of Public Administration from The George Washington University, graduated magna cum laude from the University of Rochester, and is a member of Phi Beta Kappa. He is a certified Project Management Professional.
