Barbara Eberhard

Barbara Eberhard manages Cadmus’ public sector proposal operations as a member of the Corporate Growth team. She has more than 15 years of experience managing proposal operations for large and mid-sized government contractors. She has led hundreds of successful proposal efforts, including Government-Wide Acquisition contracts and Indefinite Delivery, Indefinite Quantity contracts. Before Cadmus, Eberhard developed and managed government-sector proposal operations at large, mid-size, and small government contractors, including Avantus Federal and Northrop Grumman’s Health Division.

Barbara earned her executive MBA from George Mason University and holds a master’s degree in English from Georgetown University. She served on the advisory board for GMU’s College of Health and Human Services until 2016. A believer in lifelong learning, she earned her Foundation-level certification from the Association of Proposal Management Professionals in 2014, Professional ScrumMaster (PSM) certification from Scrum.org in 2016, Project Management Professional (PMP) certification in 2017, and is a Certified SAFe Practitioner (2021).
