Procurement Assistance Program for the Philippines

As part of the United States Trade and Development Agency’s (USTDA’s) Global Procurement Initiative, Nathan, a Cadmus company, offered procurement advisory services to the Department of Transportation (DOTr) in the Philippines from June 2020 to May 2022 (Phase III of the USTDA partnership). The objective was to assist the DOTr in developing transparent and high-quality procurement practices, contributing to the sustainable advancement of the Philippines’ transportation and aviation infrastructure.

Within the DOTr, Cadmus primarily collaborated with the Civil Aviation Authority of the Philippines (CAAP), the agency overseeing all aviation-related activities in the country.

Cadmus’ team of procurement experts conducted a thorough analysis of the procurement practices employed by both DOTr and CAAP. This included an assessment of procurement policies, processes for specification development, and criteria establishment for strategic aviation projects. Recommendations were made to implement a robust specifications development process, facilitating seamless coordination between DOTr and CAAP during the early stages of project planning.

Additionally, Cadmus experts designed and delivered five training courses targeting higher-level leadership and staff involved in implementation. The courses covered various aspects, including the acquisition process, investment analysis, planning and procurement, and the fundamentals of benefit/cost analysis. Attendees’ skills were evaluated through comprehensive questionnaires and quizzes, and Cadmus created a Best Practice Guide and Catalog for Public Procurement, incorporating the best procurement and contract practices observed in the Federal Aviation Administration (FAA), the U.S. Government, and Multilateral Development Banks.
