Digital Ecosystem Country Assessment (DECA) in Cote d’Ivoire, Call for Consultants

USAID Digital Forward, implemented by Cadmus, is seeking four of the following technical proposals from individuals to support a Digital Ecosystem Country Assessment (DECA) in Cote d’Ivoire: Technical Researcher: Digital Infrastructure and Adoption; Technical Researcher: Digital Society, Rights, and Governance; Technical Researcher: Digital Economy; and Research Support Specialist.

The DECA is a flagship initiative under the USAID Digital Policy and is a semi-standardized rigorous tool that identifies development opportunities and challenges in a country’s digital ecosystem. It supports USAID Missions and other key stakeholders to better understand, support, and work with a country’s digital ecosystem, mainstreaming digital development into Mission strategies and programming. This DECA will also consider the priority areas of the Digital Transformation with Africa framework: Digital Economy and Infrastructure, Human Capital Development, and Digital Enabling Environment.

Under the management and technical guidance of a Cadmus manager, the researchers will help to prepare interim deliverables to Cadmus and USAID as well as (a) final report(s) that synthesizes and analyses research findings along with relevant, actionable recommendations to USAID and other relevant stakeholders. Ideal technical research team members will have extensive digital development experience in Cote d’Ivoire, particularly in research and advisory, as well as strong English and French language skills.
