Glenn R. Boyd, Ph.D.

Senior Associate

Glen Boyd has more than 30 years of experience managing and conducting technical evaluations, design, and applied research, with an emphasis on water quality and treatment, regulatory impact and compliance, water resources planning, and workshop and classroom training. He currently provides technical support to the U.S. Environmental Protection Agency (EPA) by conducting compliance advisor assistance in cross connection control and service line inventory for the City of Flint, Michigan. He applies his engineering expertise by supporting EPA’s Office of Ground Water and Drinking Water initiatives including the Underground Injection Control program, identifying and evaluating water system needs through the Drinking Water Infrastructure Needs Survey and Assessment, and support and training assistance for water and wastewater utilities and primacy agencies regarding American Iron and Steel Build America, Buy America requirements, Creating Resilient Water Utilities, and implementation of the Lead and Copper Rule.

Glen provides engineering design review support to the New Mexico Environment Department for construction of water and wastewater facilities. His expertise is based on his applied design and project management experience with HDR Engineering and his petroleum industry experience with ExxonMobil. He supervises senior- and junior-level environmental engineers, manages projects, and conducts specialized technical evaluations and applied research projects. He is a recognized expert in water quality and treatment demonstrated through his research awards, peer-reviewed publications, and industry advisory appointments.

Prior to joining Cadmus, Glen worked in water quality and treatment with HDR Engineering Inc. He previously taught design courses and conducted fundamental and applied research in water and wastewater engineering and groundwater remediation at Tulane University and Seattle University. Glen serves as a peer reviewer for technical journals such as Journal AWWA and ASCE Journal of Pipeline Systems. He is an active member of AWWA and currently serves on the Technical and Educational Council. Glen is a licensed professional engineer in Washington, Louisiana, and New Mexico.
