Paul Hovsepian

Paul is a global business and contract management professional with more than 25 years of experience providing strategic support in contracts, operations, and procurement to drive exceptional growth in both public and private sector companies. Paul oversees all aspects of contracts and procurement for Cadmus’ energy services, public sector, and international development divisions.

Prior to joining Cadmus, Paul served as vice president, contracts and subcontracts at Cubic Corporation, a global public transportation and defense corporation firm. Leading a team of 90 professionals across five continents, he managed contracts and subcontracts, including due diligence teams engaged in the M&A initiatives that resulted in the sale of Cubic to private equity ownership.  His team also concluded negotiations of the company’s largest mass transit contracts in New Zealand, Australia, and Canada. Paul has also held executive leadership positions in contracts and business operations at Parsons Corporation, Performance Indicator, LLC, and Raytheon Technologies. Throughout his career, Paul has established a culture of accountability and results, directly contributing to company sales and revenue growth.

Paul is a Certified Professional Contracts Manager from the National Contract Management Association and was a member of the Board of Directors of a Bell/Raytheon joint venture in Toronto, Canada. He earned an Advanced Business Management Certification from the University of Chicago and is a Six Sigma Specialist from Raytheon. Paul holds a bachelor’s in business management from Bentley University.
