Tom Park

Senior Specialist

Tom Park supports Cadmus’ Exercise Practice, where he has drawn upon almost 30 years of varied homeland security and emergency management experience to design, conduct, and/or evaluate more than 80 exercises of all types for all hazards and audiences, including the President’s Cabinet. While with Cadmus, Tom has also researched and written after-action analyses for real-world incidents, led studies on offsite preparedness around commercial nuclear power plants, and developed strategic plans, procedures, planning tools, and training materials.

Prior to joining Cadmus, Tom held positions in the private sector, Department of Homeland Security, and Federal Emergency Management Agency involving risk management and analysis, exercise design and evaluation, response operations and planning, national security programs, and support for state and local preparedness.

Tom completed a master’s in literature at Colombia’s Pontificia Universidad Javeriana while on a Fulbright scholarship and received a bachelor’s in Latin American cultural studies from Rhodes College. He is a certified Project Management Professional and a FEMA Level 1 Continuity Practitioner.
