Cadmus Leads Team Promoting Investments in Green Buildings

Financial barriers pose some of the greatest challenges to transforming the buildings market so that sustainable, energy-efficient designs, operations, and construction are regularly implemented. New strategies and better understanding of existing financial mechanisms are needed in order to provide alternative financing that ultimately transforms the market.

The Cadmus Group, Inc. (Cadmus) and a team of 12 subcontractors are providing training, guidelines and technical support to state, local and tribal entities to further develop financial strategies under a recently awarded contract with the Oak Ridge National Laboratory of the U.S. Department of Energy (DOE). The team wants to build on current DOE-supported initiatives to leverage federal stimulus funds to the states through the design and implementation of innovative financing products. The goal is twofold. First, it is to develop and implement new and innovative financing products and programs. And second, to integrate them with existing capital market investment programs and develop a secondary market for energy-efficiency loans.

The tools being developed by the Cadmus team are geared toward a variety of markets, particularly the residential building sector. A related and integral part of the effort is to support contractor efforts to help consumers consider more whole-home energy efficiency improvements.

The key subcontractors on the Cadmus team are Energy Programs Consortium, HarcourtBrown and Catalyst Financial Group. Also on the team are Energy Efficiency Finance Corporation; Renewable Funding; Strategic Energy Advisors Inc.; National Association of State Energy Officials; Vermont Energy Investment Corporation; Stewards of Affordable Housing for the Future; Duncan, Weinberg, Genzer & Pembroke; Public Technology Institute; National Governors Association; and Energy Services Coalition.
