Workforce Transformation Analyst
Overview
What You’ll Be Doing
Cadmus is seeking a motivated early-career human resources professional to support strategic workforce transformation efforts for the federal government. In this role, you will work closely with the National Oceanic and Atmospheric Administration’s (NOAA) National Ocean Service (NOS) to modernize its approach to workforce planning, development, and organizational efficiency.
You'll lead initiatives in competency modeling, succession planning, job analysis, and strategic workforce planning, helping NOS align its workforce - including scientific, technical, and administrative roles - with evolving mission needs. Your work will focus on implementing competency-based career models, enhancing performance management, and identifying opportunities for upskilling and professional growth.
By applying both quantitative and qualitative methods, you'll evaluate current workforce structures, recommend improvements, and support NOS in building high-performing teams capable of adapting to change. This role is ideal for a detail-oriented, creative problem-solver with a strong foundation in human capital strategy and a passion for public service. Candidates should be strong writers and communicators, have experience designing and applying competency-based career development models, and be comfortable working under evolving conditions. This is a hybrid position based in Cadmus' Arlington, VA office, with monthly travel to NOAA headquarters in Silver Spring, MD and occasional additional domestic travel.

Responsibilities
- Conduct job analysis and workforce assessments to identify capacity, constraints, and opportunities for improvement.
- Develop and apply competency-based models to support career pathing and staff development.
- Design and facilitate workshops and training programs to support upskilling and professional growth.
- Lead strategic planning efforts focused on workforce capacity and organizational efficiency.
- Provide subject matter expertise in human capital strategy, including succession planning and workforce transformation.
- Apply data-driven methods to evaluate program effectiveness and recommend improvements.
- Support leadership meetings and provide high-quality documentation and analysis.
- Contribute to broader human capital initiatives, including employee wellness and internal communications.
Qualifications:
Required Qualifications:
- Bachelor’s degree from an accredited institution n a related field.
- Minimum of 6 years of relevant experience in human capital services, organizational development, public administration, or related fields (a master’s degree may substitute for 2 years of experience).
- Demonstrated experience in competency modeling, career pathing, and succession planning.
- Strong analytical, writing, and presentation skills.
- Proven ability to manage multiple projects and meet deadlines.
- Experience applying evaluative methods to support staffing and organizational planning.
- Proficiency in Microsoft Office Suite and Google Workspace.
- Candidate must be able to obtain a U.S. federal government public trust clearance and/or security clearance - requires US Citizenship.

The minimum starting salary for this position is $70,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
