ARLINGTON, Va., July 21, 2025— Cadmus has been awarded a contract funded by the U.S. Trade and Development Agency (USTDA) to provide technical assistance to the Republic of the Philippines Department of Transportation (DOTr) on a new flagship rail project along the Luzon Economic Corridor. Jeffrey Singer, leader of Cadmus’ International Division, and Principal Eileen Barber attended the official signing of the project at USTDA headquarters on June 26, 2025.
As USTDA reported in its announcement of the project, the Subic-Clark-Manila-Batangas (SCMB) Railway is a proposed 132-mile line connecting three of the Philippines’ most critical ports, including Subic Bay. The railway is envisioned to be the backbone of the Luzon Economic Corridor, which will accelerate critical infrastructure investment and drive economic transformation in the Philippines, bolstering U.S. engagement in the Indo-Pacific region.
Cadmus will lead the preparatory studies, including development of the railway’s transport model, port-rail integration study, environmental impact assessment, and regulatory and legal analysis, which are required prior to construction of the SCMB Railway. Cadmus will work closely with the Asian Development Bank and Sweden’s development finance institution (Swedfund) to advance this critical infrastructure project. This is a crucial step to secure financing for the flagship railway project and will generate significant U.S. export opportunities in the high-tech rail sector.
