Cadmus works with clients in the government and private sectors to prepare for single, multiple, and sequential cyber and multi-hazard incidents. We bring our all-hazards perspective and support organizations with complex scenarios, for example, cyber preparedness during a major storm with power outages. Our work spans global initiatives, critical infrastructure, and advanced digital systems, helping clients stay resilient in an uncertain threat landscape.
Supporting the Cybersecurity and Infrastructure Security Agency (CISA) National Cyber Exercise Program, Cadmus developed, conducted, and evaluated hundreds of cyber-focused seminars, workshops, tabletop exercises (TTXs), and functional exercises for federal, state, local, and private-sector stakeholders, reaching thousands of participants across all 50 states and the District of Columbia. These exercises were designed to assess critical infrastructure and stakeholders’ capabilities to identify, detect, protect against, respond to, and recover from cybersecurity incidents.
As part of our support to CISA, Cadmus has designed, conducted, and evaluated several cybersecurity and infrastructure security TTXs for water and wastewater sector stakeholders. These engagements have included statewide and regional exercises, development of cyber exercise planning tools, and multi-year exercise programs. We have helped utilities, state agencies, and water sector partners strengthen coordination, clarify roles and responsibilities, and improve plans and procedures for responding to cyber incidents impacting critical water and wastewater infrastructure.

In coordination with the U.S. Environmental Protection Agency (EPA), Cadmus planned and executed a virtual cybersecurity exercise to assess water sector vulnerabilities and risks associated with PNT services. The exercise engaged stakeholders from the federal government, private sector water infrastructure owner/operators, and state, local, and tribal governments. Cadmus facilitated scenario-based discussions and used virtual polling to capture assessment data and identify priority areas for future PNT-related preparedness actions.
Cadmus responded to inquiries submitted through EPA’s Water Sector Cybersecurity Assistance Helpdesk and provided subject matter expertise to utilities, consultants, and contractors on cybersecurity considerations related to operational technology (OT) environments. Our support included addressing questions from utility personnel about cybersecurity considerations for treatment process modeling tools.
To address the growing need for cybersecurity skills at the leadership level, Cadmus supported a Department of the Treasury initiative to conduct a broad assessment and create individual/team development plans. A key component was design of a cybersecurity curriculum, including cyber competencies, experiential learning, professional certifications, mentoring and cyber advocacy—coursework considered essential for cyber professionals.
