Caroline Rubin

Caroline Rubin is a seasoned policy and program leader with over 13 years of experience advancing international economic cooperation and policy engagement. She brings expertise in multilateral engagement, economic policy, and regional economic integration across a range of donors including the U.S. Department of State, U.S. Millennium Challenge Corporation (MCC), U.S. Development Finance Corporation (DFC), Australian Department of Foreign Affairs and Trade (DFAT), and the U.K. Foreign, Commonwealth & Development Office (FCDO). In her current role, Caroline provides technical leadership and oversight across complex bilateral and regional foreign affairs and development programs, working closely with governments, private sector stakeholders, and international organizations. She focuses on designing and implementing initiatives through multilateral platforms, including APEC and ASEAN, that strengthen economic competitiveness and advance policy reforms.

Caroline has held senior technical and leadership roles across multi-sectoral programs at the intersection of trade, innovation, and economic policy. Her experience spans both U.S.- and Asia-based assignments, where she has led diverse teams, built strategic partnerships, and delivered high-impact programs. She previously led the U.S. flagship economic growth program with ASEAN, advancing efforts to enhance connectivity, trade, and resilience.

Caroline holds a master’s degree in public policy from Georgetown University and a bachelor’s degree in government and politics from the University of Maryland.
