Jaime Rooke specializes in drinking water infrastructure financing, financial assurance of Underground Injection Control projects, economic analyses for rule development, and policy development and implementation. Jaime supports a wide range of U.S. Environmental Protection Agency (EPA) and state programs including the State Revolving Fund (SRF) programs, Drinking Water Infrastructure Needs Survey, Strengthening Water Infrastructure for Tomorrow (SWIFT), Water Infrastructure and Resiliency Finance Center (WIRFC), and the Clean Water Act Water Pollution Control Grants (Section 106) program.
Jaime’s work includes financial, economic, and data analyses, and the development of a range of support documents, such as implementation tools and training materials, to identify and communicate important elements of EPA’s funding and regulatory programs. She provides research and analysis support to estimate the costs and benefits of water quality and water conservation programs using the triple bottom line framework. In addition to her support on EPA contracts, she has applied these skills across sectors and supported clients including the Airport Cooperative Research Program, Water Research Foundation, National Oceanic and Atmospheric Administration, and Federal Highway Administration.
Prior to joining Cadmus, Jaime earned a master’s degree in public policy from Duke University and a bachelor’s degree in international economics and francophone studies from the University of California, Los Angeles.
