A comprehensive set of strategies for government and utilities to accelerate EV deployment in the ridehail sector

Shared insights from Cadmus and Energetics 2024 third party evaluation report of California’s MDHD charging programs—the nation’s largest MDHD evaluation which included data on over 60% of the state’s Class 3-8 electric vehicles.

California is leading the nation in the transition to electric vehicles, driven by ambitious state policies and utility-led charging infrastructure programs. Representing the single largest evaluation of its kind, the Cadmus team is evaluating the impacts and challenges of these utility investments, which total $750 million across four major California energy providers—Southern California Edison, Pacific Gas & Electric, San Diego Gas & Electric, and Liberty Utilities.

The demand for distributed energy resources (DERs) is growing dramatically in response to funding incentives and decarbonization goals. In this white paper, Cadmus explores the availability of information regarding the process, timeline, and costs associated with interconnecting these resources to the distribution-level grid across all 50 states—information that can help facilitate the further deployment of small-scale renewables.

As utilities continue to roll out more EV managed charging programs, measuring their effectiveness is critical—yet it has raised new evaluation challenges. While methods for evaluating traditional utility demand response programs are well-established in the industry, EV managed charging programs require an updated measurement framework to accurately capture the full value of this flexible grid resource.

Cadmus, a leading provider of technical and strategic expertise to governments, energy utilities, and private sector companies worldwide, announced that it has been named the winner of Track 1 – Load Modeling by the U.S. Department of Energy’s (DOE’s) Office of Electricity (OE) in Phase 2 of American-Made Digitizing Utilities Prize.
