The challenge

As climate risks become more frequent and costly, decision makers across industries need actionable environmental data to inform planning, operations, and investments. The National Oceanic and Atmospheric Administration’s National Environmental Satellite, Data, and Information Service (NOAA NESDIS) sought to accelerate the development and adoption of climate products and services that could help different economic sectors better understand and prepare for weather and climate impacts. At the same time, NOAA needed an effective way to engage industry stakeholders, translate user needs into product requirements, and communicate the value of climate data to audiences with diverse technical capabilities.

The solution

Cadmus supported NOAA NESDIS in shaping and building its Industry Partnerships program and related climate services initiatives by leading stakeholder engagement, strategic planning and communications, and product adoption efforts. Working alongside NOAA scientists and product developers, our team ensured that climate information products were designed with end users in mind and delivered in accessible formats.

Stakeholder engagement and product development

Cadmus designed and led hundreds engagement activities with representatives from the architecture and engineering, insurance and reinsurance, retail and supply chain, transportation, and water resource sectors. Through interviews, workshops, webinars, conferences, user testing sessions, tools cafés, and working groups, we gathered and synthesized stakeholder feedback to inform design and improvement of products that impact community resilience and decision making.

Using NOAA’s service delivery model, we translated industry needs into actionable product requirements and coordinated across multidisciplinary teams to support the development and deployment of seven new or enhanced climate information products and services; three tailored web portals; and refactored seven data products. These tools help organizations make more informed decisions related to infrastructure resilience, risk management, operations, and long-term planning.

Storytelling through data

To increase awareness and understanding of NOAA’s climate data and services, Cadmus established and led a StoryMap development effort that brought together communications specialists, writers, GIS experts, and technical subject matter experts. Led by Cadmus strategy and data applications expert Sydney Luce, our team authored and published 13 interactive ESRI StoryMaps that translated complex climate science into compelling, accessible narratives.

These StoryMaps showcased how NOAA data supports real-world decisions across industries and communities, covering topics such as severe weather, flooding, supply chain resilience, infrastructure planning, and climate impacts in Alaska. By combining data visualization, geospatial analysis, and storytelling, the StoryMaps helped demonstrate the practical value of NOAA’s resources to both technical and nontechnical audiences.

Strategic communications and product adoption

Cadmus also supported the creation of industry-focused videos designed to increase awareness and adoption of NOAA climate products. Our team coordinated stakeholder interviews, developed scripts, managed reviews, and collaborated with multimedia specialists to produce engaging content tailored to industry audiences. We also oversaw the development of more than 100 tailored communications materials, from white papers and product overviews to detailed applications and hazard reference sheets for NOAA datasets. Our team collaborated with industry partners to publish regular newsletters, cross-promote content, and host customized webinars to improve the accessibility of NOAA data.

Together, these strategic communication tools helped users understand how NOAA datasets and tools could be incorporated into day-to-day decision making. By connecting climate information to practical business applications, our strategic approach enabled users of all types, levels of technical proficiency, and backgrounds understand how to access and apply NOAA data. Ultimately, increasing uptake enhances the return-on-investment of these critical data tools.

The results

Through this work, Cadmus helped NOAA strengthen connections between climate science and industry decision making.

Key outcomes included:

  • Supporting the development and deployment of 17 new or enhanced climate products and services designed to address industry needs.
  • Authoring 13 public-facing StoryMaps that communicated the value and application of NOAA climate data to stakeholders.
  • Producing industry-focused video content that increased awareness and understanding of NOAA tools and resources.
  • Contributing to more than 200 stakeholder engagements involving over 5,000 industry partners and capturing more than 1,500 user needs to inform product development and improvement.
  • Building a repeatable engagement and communications model for accelerating climate service development and adoption across multiple sectors.

Key takeaway

By combining stakeholder engagement, data-driven storytelling, and strategic communications, Cadmus helped NOAA transform climate data into practical, actionable resources that support more resilient infrastructure, stronger risk and supply chain management, and better-informed decisions that directly impact communities across the U.S.
