We have engaged thousands of people representing hundreds of federal, state, and local government officials; nongovernmental organizations; the private sector; and communities to deliver and implement tangible, action-oriented engagement. We partner with clients to design and execute timely, cost-effective engagement strategies that advance their objectives and create measurable outcomes that address today’s most pressing infrastructure, transportation, energy, and resilience challenges.

Our step-by-step approach aims to define our clients’ vision and goals; identify stakeholders; plan engagement strategies; execute the engagement plan; collect and synthesize input to identify emerging trends; underlying concerns, and opportunities for growth; use feedback to inform into action; and evaluate success.

We excel at translating complex technical information into clear insights for different audiences, including industry leaders, decision-makers, policymakers, community members, and technical experts. Stakeholder identification, mapping, and analysis

At the beginning of any project, we work closely with clients to identify and analyze key stakeholders who influence project objectives, inform critical decisions, contribute valuable insights, or are impacted by the outcomes. Together, we utilize this information to map key stakeholders and recommend corresponding engagement strategies. Our targeted approach focuses on strengthening existing relationships, cultivating new partnerships, building buy-in, accelerating and uncovering opportunities for shared decision-making, and supporting long-term collaboration across the community of stakeholders.

Project highlight

Cadmus is supporting the New Jersey Board of Public Utilities’ (NJBPU) Grid Modernization Team with integrated regulatory, engagement, and communications expertise that advances efficient, stakeholder-informed rulemaking. We help lead the Grid Modernization Forum, a series of expert workgroups that gives NJBPU a structured, credible channel for gathering targeted input on complex policy and technical issues. Our team designed topic-specific workgroups utilizing an organized stakeholder mapping and selection process that analyzed stakeholders’ technical expertise and implementation roles. We used this analysis to assemble recommendations that balance technical expertise with the focused participation needed for productive dialogue and timely decisions. For each workgroup, we structure discussions and provide accessible briefing materials to surface areas of alignment and issues. This approach gives NJBPU focused, decision-ready input while building stakeholder buy-in, identifying regulatory risks early, and accelerating progress toward its grid modernization goals.

Outcome-focused facilitation

Our facilitation approach is designed step-by-step to drive outcomes through strategic conversations, align stakeholders around shared goals, and support informed decision-making. Using structured discussions, dynamic moderation, and interactive engagement tools, our expert facilitators gather critical perspectives from all voices, surface key opportunities and challenges, and integrate technical expertise into actionable strategies. Our outcome-focused approach enables clients to build consensus among stakeholders with varying priorities and move toward implementation with confidence.

Project highlight

Cadmus helped New York State’s Climate Action Council resolve outstanding policy issues and move priority recommendations toward implementation. We established the objectives for and facilitated an interagency working group, using structured, decision-focused discussions to reconcile competing interests and build alignment toward a recommendation with concise rationale. The process delivered a clear, well-supported strategy recommendation for Council consideration and adoption, enabling the State to advance a new policy with greater confidence and stakeholder support.

Event planning and execution

From agenda development and participant outreach to logistics management, facilitation, and post-event analysis, we provide end-to-end support that empowers clients to focus on strategic priorities while we bring their vision to life. Our methodology combines thoughtful planning, effective communications, and seamless execution to create engaging experiences for in-person and virtual, small- to large-scale events that meet client needs while maximizing efficiency and value.

Project highlight

Since 2024, Cadmus has led NOAA’s stakeholder engagement with major economic sectors through the Industry Partnership program. Our experts have planned and facilitated dozens of customized engagements, including monthly working group meetings focused on eliciting user needs and collecting feedback on data products; conference presentations, tools cafes, and StoryMaps designed to educate the public about NOAA data; interviews and small group user testing to validate and improve our new data solutions; and facilitated, hazard-focused workshops to deepen NOAA’s understanding of user priorities. During the first 30 months of the program, our team engaged over 4,000 stakeholders through more than 120 customized events, collecting 1,000+ user needs to inform the development of new data products, enabling NOAA to rapidly develop and launch new tools that maximized its return-on-investment and met critical industry needs.

Public comment

Cadmus supports federal, state, and local government clients in planning, administering, analyzing, and translating public input into actionable recommendations through formal and informal public comment processes. Drawing on experience across planning, policy, and regulatory initiatives, we have developed proven, scalable methodologies that enable rapid mobilization, efficient management of high-volume comment submissions, and delivery of timely, decision-ready analysis. Our approach combines repeatable workflows, robust tools, and rigorous quality assurance protocols with the expertise of technical subject matter specialists, ensuring clients receive accurate and defensible insights. When consistent with client preferences, Cadmus leverages its proprietary Logic.AI framework to accelerate processing timelines while preserving human review and expert judgment.

Project highlight

Since early 2023, Cadmus has pioneered a categorization framework and comment coding process unique to the highly technical subject matter, regulatory development plan, and robust stakeholder network of New York State’s Cap-and-Invest (NYCI) program. Working closely with New York State, we managed four public comment periods, analyzed 9,300 public comments, and translated the input into nearly 60 topical summaries. Our support enhanced our client’s capacity to make timely, well-informed decisions for the development and implementation of regulations that will support a state-wide movement to clean energy.

Community engagement

In partnership with our clients, Cadmus designs and delivers place-based community engagement strategies that build trust, elevate community voices, and ensure their perspectives directly inform planning and decision-making. Our approach prioritizes partnerships with local organizations and building capacity through compensation strategies, enabling our clients to engage with community-based organizations, local leaders, and residents while increasing transparency, credibility, and project outcomes. We excel at creating spaces for two-way dialogue that builds on existing knowledge and expertise, elevates community voices, and prioritizes responsive solutions aligned with project goals.

Project highlight

In collaboration with the New York State Energy Research and Development Authority (NYSERDA) and Department of Environmental Conservation (DEC), Cadmus led the development and implementation of an innovative community engagement strategy and scalable compensation model to collect community input for New York State’s first Extreme Heat Action Plan (EHAP). To help key local partners participate, we worked with the State to provide reimbursement for their time and expertise, processing more than 150 applications and overseeing the disbursement of more than $50,000 in compensation to community partners and organizations. Our team directly engaged with more than 180 community members through a combination of virtual and in-person events, ensuring the EHAP was informed by the residents who would benefit from its strategies.

Farrah Andersen

Principal

Farrah Andersen is Cadmus’ leading expert at the intersection of engagement and climate/clean energy and infrastructure work. With over a decade of experience engaging a wide variety of stakeholders, she excels at helping clients build and strengthen relationships—both by communicating effectively and by eliciting meaningful input to inform policy, planning, and program design. She is a trained facilitator and certified mediator. Her portfolio of experience includes directing dozens of projects with government of all levels that involve deep stakeholder engagement, facilitation, moderation, public and community engagement, and strategic planning.

Bridget Smith, PMP

Senior Associate

Bridget Smith specializes in planning and delivering complex engagement plans that reach thousands of partners across the entire U.S., translating stakeholder priorities into technical requirements and implementation plans, and communicating scientific and technical data to a variety of audiences. Since 2020, she has led nationwide engagement for several NOAA programs, along with high profile outreach, communications, and engagement portfolios for nongovernmental and state clients. Her portfolio focuses on engagement planning at the intersection of emergency preparedness, extreme weather, and climate science to build resilience across communities, the economy, and the nation.
