Huw Sparkes has more than 18 years of experience leading complex, multi-million pound international development programs for major donor and government clients such as the Foreign, Commonwealth & Development Office (FCDO), the European Union (EU), and the Green Climate Fund. He has extensive experience directing large-scale technical assistance, research and policy programs that work at the intersection of trade, economic development, governance and private sector growth, delivering results through government engagement, evidence generation, institutional reform and market systems approaches.
As a program director for Cadmus UK, Huw oversees the delivery and performance of the UK program portfolio. He also directs Cadmus’ flagship FCDO trade and investment program, Invest Salone, while leading commercial pricing strategy and strengthening program management capabilities across the organization. Prior to joining Cadmus, Huw held senior leadership roles with Crown Agents, Abt Associates, and Palladium Group. His experience includes managing large technical assistance facilities, coordinating diverse workstreams across multiple organizations, and ensuring that evidence, analysis and stakeholder engagement are translated into practical reforms, strategies and measurable development outcomes. Throughout his career he has directed programs in politically sensitive and rapidly changing environments including Ukraine, Nepal, Tanzania, Nigeria and Sierra Leone, leading multidisciplinary teams.
Huw holds a master’s degree in development studies with distinction from London South Bank University, a bachelor’s degree in biochemistry from University of Surrey, and has completed managerial-level studies through the Chartered Institute of Management Accountants (CIMA).
