Jessica Cross

Jessica Cross is a monitoring and evaluation (M&E) specialist with more than 18 years of experience supporting digital technology, trade, economic growth, and private sector development programs across Asia, Africa, and the Pacific. At Cadmus, she leads the design and implementation of performance management systems, data analytics tools, and adaptive management approaches for complex international development initiatives.

Jessica has led M&E efforts for major regional programs focused on digital economy, trade, workforce development, cybersecurity, and private sector engagement. Her expertise includes indicator framework design, statistical and qualitative analysis, dashboard development, data visualization, and the application of data science and analytics to real-time performance monitoring across multi-country portfolios. She has developed reporting and analytics systems that support evidence-based decision-making, risk monitoring, and strategic program adaptation across more than 20 APEC economies and other regional initiatives.

Prior to joining Cadmus, Jessica held roles at Nathan Associates (acquired by Cadmus in 2023), the U.S. Department of Commerce, DT Global, and the Center for International Private Enterprise. She is currently pursuing a master’s degree in data science at the University of Virginia and holds a master’s degree in international trade and investment from George Mason University.
