Martina Fongyen oversees the workforce transformation practice at Cadmus. She supports clients including the Department of Labor, General Services Administration (GSA), National Oceanic and Atmospheric Administration (NOAA), Bureau of Fiscal Service, and the private sector. With more than 20 years of experience, her work focuses on the intersection of workforce strategy, AI adoption, and organizational change. She helps clients build the systems, capabilities, and practices they need to operate effectively in a rapidly evolving environment.
Before joining Cadmus, Martina held leadership roles across global development and evaluation, education technology, and federal consulting, most recently serving as Senior Change Management and Capacity Building Lead at Resonance. She has designed, implemented, and evaluated workforce and economic development programs globally, with experience spanning labor market assessment, institutional capacity building, employer engagement, and private sector partnership.
This work continues to inform her approach to complex client challenges.
Martina holds a master’s degree in international and area studies from Yale University, where she was a Fulbright-Hayes Fellow. She is a Prosci Certified Change Management Professional.
