Matt Gilchrist supports Cadmus’ homeland security practice where he helps strengthen partnerships between federal agencies and the state, local, tribal, and territorial (SLTT) governments and communities they serve. He has managed multiple multi-million-dollar contracts and brings over a decade of experience in policy analysis, program delivery, and project management for complex federal engagements. During his time at Cadmus, Matt has led teams supporting a range of operational and preparedness projects for the Federal Emergency Management Agency (FEMA), with a focus on making federal programs and processes more effective, efficient, and responsive. His work has spanned the development of FEMA and national-level doctrine, organizational change and lessons-learned initiatives, and development of disaster recovery pilots to help FEMA better coordinate with and support its partners at every level of government.
Prior to joining Cadmus, Matt began his career as a political communications analyst. He holds a master’s degree in Middle East studies from The George Washington University’s Elliott School of International Affairs and a bachelor’s degree in political science from the University of Washington. He is a certified Project Management Professional (PMP).
