Mehroz Alvi is a monitoring, evaluation, and learning (MEL) director with more than ten years of experience supporting international projects and programs across Africa, South Asia, and the Middle East. At Cadmus, she leads the design and implementation of MEL frameworks for major donor funded programs focused on biodiversity, climate change, education, climate finance, health, and private sector development. Her expertise includes participatory approaches to contribution analysis and attribution methods, including quasi-experimental designs. She has worked closely with clients, stakeholders, and project teams to strengthen learning, accountability, and evidence-based decision-making.
Mehroz has led MEL efforts for several major donor-funded programs, including the Biodiverse Landscapes Fund, the Global Centre on Biodiversity and Climate, the Climate Finance Accelerator, and the Girls’ Education Challenge. In these roles, she has developed monitoring systems, theories of change, measurement frameworks, and learning approaches to support results reporting, adaptive management, and program effectiveness. She has also led MEL activities for the World Bank-funded MarketConnect program in Zambia and Access to Finance in Rwanda.
Before joining Cadmus, Mehroz worked on economic growth and public policy initiatives in Pakistan, Afghanistan, and the Middle East contributing to provincial economic and social growth strategies and supporting monitoring and evaluation efforts across multiple sectors. She holds a master’s degree in public policy and administration from the London School of Economics and a bachelor’s degree in economics and finance. She also completed professional training in contribution analysis for impact evaluation through the Institute of Development Studies in the United Kingdom.
