Five-year agreement positions Cadmus to provide program support, technical oversight, and project monitoring for federally funded rail infrastructure investments
ARLINGTON, Va., September 10, 2026—Cadmus, a provider of technology-empowered advisory and implementation services for government, commercial, and other private organizations worldwide, has been awarded a single-award Blanket Purchase Agreement (BPA) by the U.S. Department of Transportation’s Federal Railroad Administration (FRA) under the Support, Technical, Oversight, Review & Monitoring (STORM) program.
The five-year agreement establishes Cadmus as a partner supporting the FRA’s Office of Environmental Program Management through future task orders that may include program support, technical assistance, oversight, compliance reviews, and project monitoring for federally funded freight and intercity passenger rail projects across the United States.
The STORM BPA supports the FRA’s efforts to oversee grants and loans that strengthen the nation’s rail infrastructure while ensuring responsible stewardship of public investments. Through future task orders, Cadmus may provide project monitoring, technical reviews, environmental program support, and expert guidance to help advance safe and efficient project delivery while also ensuring that right-of-way activities are conducted in accordance with federal requirements and regulatory obligations.
