Our Economic Policy and Governance (EP&G) practice offers practical, context-informed expertise across a range of critical areas, including trade and investment, private sector development, financial market strengthening, legal and regulatory reform, and public financial management. Cadmus’ expertise in action is exemplified through our strategic partnership with the U.S. Department of the Treasury’s Office of Technical Assistance (OTA).

The OTA: Strengthening Global Financial Management

The OTA plays a crucial role in supporting strong public financial management and robust financial sectors in countries around the globe. By assisting finance ministries and central banks, the OTA helps safeguard financial sectors and improve financial management practices. This work not only promotes international economic stability but also supports U.S. competitiveness and job creation while fostering economic self-reliance, combating money laundering and terrorist financing, and promoting sustainable growth in partner countries.

The OTA focuses on five key technical areas, which align with Cadmus’ EP&G expertise:

  • Budget: Enhancing the effectiveness of finance ministries and improving the transparency of budget documents.
  • Debt Management: Implementing sound public debt management practices and developing domestic debt markets.
  • Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT): Promoting compliance with international standards and best practices.
  • Banking and Financial Inclusion: Supporting the development of sound, well-regulated financial institutions.
  • Revenue: Assisting tax administrations and finance ministries in tax policy reform and administration.

Evaluating OTA’s Impact

As a subcontractor of Bixal, Cadmus has been conducting third-party, summative evaluations of various OTA projects across these five technical areas. Our goal is to provide OTA with in-depth, retrospective insights into its activities and to distill essential lessons for future programming.

Our evaluation approach is comprehensive, employing mixed methods including:

  • Desk reviews of project documentation.
  • Key informant interviews with OTA advisors, counterparts, and other stakeholders.
  • On-the-ground surveys to assess effectiveness in person.

These evaluations are crucial for understanding the impact of OTA’s work and for continuously improving its future technical assistance programs.
